This is not a study. It's a movement with a starting line: a 90-day pilot in Calexico that proves public investment can cut power bills, clean the air and keep the money here.

The problem
- We grow about two-thirds of America's winter vegetables — $2.49 billion in Imperial County crops in 2024 — and still 18.8% of us live in poverty (11.8% statewide).
- Nearly 1 in 4 Imperial County children lives below the poverty line. Childhood asthma in some local schools runs 20–35%, against 12.3% statewide.
- Rates went up. The Salton Sea keeps shrinking and the exposed lakebed keeps blowing dust. The Colorado River hit record-low snowpack.
- The programs that were supposed to help arrived as brochures — not as panels, batteries and working air conditioning on our homes.
The plan — four moves
Nominate every eligible tract
18 Treasury-eligible Imperial County tracts were identified on August 12, 2026. Nominate all of them — plus the linked communities across the Salton Sea, Coachella Valley and Borrego Springs — so no eligible community is left as an isolated dot on the map.
Open a 90-day pilot
California Energy Commission leads the technical standard. The State Treasurer / CAEATFA and GoGreen supervise the financing. Cal Integrity publishes the public ledger. Six roles, no conflicts.
Private capital pays first
Licensed contractors do permitted work. Public incentives follow verified installation and measured savings — never the other way around. Every install reports wireless diagnostic data; independent raters sample the work.
Local ownership, local jobs
GreenNet Labs incubates independently owned Opportunity Zone businesses here — manufacturing, installation, service, quality control. The money that lands in the Valley stays in the Valley.
